Who holds the controller in video games

The ten largest publishers, the largest studios nobody else owns, and the ten people whose decisions move the industry, followed by the shortest route in for ideas from literature, film and sports.

    The bottom line

Four judgments, with how sure we are of each. Everything behind them is in the sections that follow, with sources at the end.

Power sits with capital and gates, not with makers

Tencent and the Saudi Public Investment Fund are the two largest pools of capital that can start, buy or starve a studio. Sony, Nintendo, Microsoft, Valve and Epic decide what reaches players and on what terms. The people who make the games sit below both.

    High confidence

    Autumn 2026 is a hinge

EA went private on 4 August, Savvy Games Group lost its CEO on 1 September, Xbox is cutting about 3,200 roles and selling studios, and Grand Theft Auto VI arrives on 19 November. Ownership and priorities are all in motion at once, which opens doors and closes others.

    Medium confidence

Labor and AI are the counterweight

SAG-AFTRA won written-consent rules for AI use of performances in 2025. The CWA is contesting Xbox's layoffs before the labor board. The ESA is lobbying to narrow the NO FAKES Act for games, which puts the trade lobby and the union on opposite sides of the same question.

    Medium confidence

Outsiders get in through brokers, proof and licence structure

Cold-pitching the top of the pyramid rarely works. The routes that show up in the evidence are agencies with games departments, a small proof-of-audience release on Roblox or Fortnite, and licensing split across many partners instead of sold to one. Capital comes last.

Medium confidence: our analysis of the evidence

Top 10 publishers by gaming revenue

Ranked on all-in gaming revenue, so platform holders count. Select a row to see the leadership team and how to read the number. US dollar figures are our conversions and carry roughly plus or minus 2 percent.

    Just outside the ten

      Read the numbers with care

      • Sony's figure includes hardware and network services. Microsoft's is the whole Xbox segment, hardware included, and we derived the fiscal 2026 total.
      • Roblox is a platform for other people's games, so its revenue mixes publishing and platform fees.
      • Bandai Namco is the Digital (games) segment only. Ubisoft, Square Enix, Sega Sammy and Playtika were not checked and are not expected above roughly $3B.

      Top independent studios by revenue

Independent here means privately held and controlled by its founders, with minority outside investors allowed. Private revenue is never audited in public, so each line carries a confidence rating.

      Confidence

      Left out on purpose

        How to read the bars

        • Hatched teal bars are estimates from analysts or media, not company filings. The tiny squares beside each name show confidence: three is high, one is low.
        • Valve's bar is its own estimated take from Steam. The much larger figure of about $16.2B is what customers spent on the whole platform, most of which goes to other developers.

If independents were ranked with the publishers

Merging the two lists by best estimate puts Epic, Roblox and HoYoverse inside the top ten and pushes Nexon and Bandai Namco's games arm out. Valve would sit just behind. Gold bars are publishers; hatched teal bars are independent studios, all of them estimates.

The ten most influential people in games

Ordered by how much of the industry they can switch on or off, not by revenue or fame. Pick a person to read what they control, what limits them, what to watch, and how to reach their organization.

        Power type

        The cross-axis bench

Agencies, research houses, unions and operators who sit just outside the ten. None of them displaces anyone on the list, but they matter most for anyone entering from another industry.

        The pyramid of influence

Seven tiers of power, from the money at the apex to the builders at the base. The capital web on the next tab shows who owns or licenses whom, using only stakes we could source.

How to bring new ideas in from literature, film and sports

A general playbook for any outside entrant. Choose an industry to see what it brings, where to go first, and the evidence from 2025 and 2026 deals.

        Six doors, compared

None of these needs Tier 1 to say yes first. Speed and cost are our judgment.

What we counted, how we converted it, and what we could not verify.

          Definitions

          • Publisher revenue is gaming revenue for the latest completed fiscal year: Tencent games segment; Sony Game and Network Services; Microsoft's Xbox segment; Nintendo net sales; NetEase games and related services; EA GAAP net revenue; Take-Two GAAP net revenue; Roblox revenue; Nexon revenue; Bandai Namco Digital segment.
          • Independent means privately held and founder-controlled. Studios owned by a listed company or by Tencent, Savvy or another parent are excluded.

          Currency conversions

          • Yen figures at 155 per US dollar (150 for Nexon's calendar year). Renminbi at 7.0. NetEase's own conversion is used for NetEase. Won and krona figures are approximate.

          Not verified in this pass

          • Whether Yasir Al-Rumayyan remains PIF Governor, and who becomes Savvy's permanent CEO.
          • Ownership and leadership of FUNFLY (First Fun), and a tenth independent studio.
          • Valve's internal titles. Karl Slatoff and Sam Houser at Take-Two. Epic's CFO, named only by a directory site. Ophir Lupu's current title, from an undated profile.
          • Think tanks and analyst firms: named as routes, but their leaders were not researched.
          • The FTC and other regulators beyond a single EU decision.

          • Dossier sections labelled as levers, limits and entry routes mix sourced facts with our own reading. Speed and cost ratings in the doors table are judgments.
